if this was intentional (large number of users affected) then you would have some clout if all united in their complaints. By contacting the FCC, BBB and your state AG, you might could get some resolve. If this was an isolated incident (late mail delivery), then you're on the hook. This could be avoided by signing up for e-mail notifications (as noted) and watching as the billing date arrives and if no bill then call them for the total and send the amount without the bill but with appropriate data so they can process it. hope this helps.
