that is your opinion; what it is based on I'm not sure, as it will be the responsibility of each parks management to decide what waters would be included, if at all. They could decide for none. At least that is what I get after reading her bill. Seems perfectly reasonable to me. But it hasn't been passed yet, and most bill's do get some adjustments as they move along. Only the passage of time will tell.
