Yes, it is legel. No, it is not often done. If you leave from Rim Villiage and head generally west, what you will find is that the trail dies out over near The Watchman. If it continues, it almost always quits over at the North Entrance road. Then you will be breaking trail the rest of the way.
I have had several conversations with backcountry rangers in the Winter and they seem to pretty much agree on this.
Oh, I should mention that there are some pretty tricky areas as well. You had better be good on skis or you had better bring along snow shoes for some areas.
